A reasonable basis to cancel

Agency canceled a solicitation because it identified "conflicting evaluation criteria." Protestor argued that an amendment to the solicitation would have been adequate and that cancelation was aimed at avoiding protest. But GAO won't overturn a decision to cancel if the agency has a "reasonable basis" to do so. Protest denied.
